Unlike a general contractor, the construction manager has only one focus, making sure that the property owner gets the very best job at the very best price. The general contractor has an inherent conflict of interest in that, once a fixed price has been agreed upon, the general contractor’s profit hinges upon completing the work defined in the contract at the lowest possible cost to the general contractor. If the general contractor can save money by using less expensive materials or finding shortcuts in labor or equipment usage, this increases his bottom line profit.
The construction manager acts as the owner’s agent and uses his expertise to take control of a project and see it through from the early stages of design through completion to his client’s satisfaction. Construction management includes value engineering of project design and scope, or guiding the property owner through the tradeoffs which are present in most design decisions to the most cost effective solution to each construction issue.
Construction management includes management of the construction process, handling the scheduling, coordination and control of the labor forces, materials and equipment to be used on a particular project or job site. And finally construction management includes financial management, or control over costs, cash flow and
project funding, obtaining proper lien waivers and making sure that the funding of each trade contractor’s contract is consistent with the contractor’s job performance.
Unlike the general contractor, the construction manager is compensated by an explicit fee equal to an agreed percentage of the cost of the entire completed project. The
construction manager’s fee is not buried in the costs of the project, like the general contractor’s profit. Because a general contractor runs the risk that his profit will be reduced or eliminated by cost overruns, he must include in his price a much higher expected profit, to compensate for this risk.
